The Rights of Consumers to Control Property Act (draft bill)

We will be discussing a draft bill (The Rights of Consumers to Control Property Act) which proposes a new approach to regulating app stores. The bill asserts a basic property right for consumers over their devices and would require app stores to allow consumers to customize, upgrade, improve or install software including via third-party app stores. We are interested in your feedback on whether this approach would introduce competition in the app store marketplace and, thus, provide publishers greater flexibility to better meet the needs of existing and new consumers.
