Speaker Bio
Prior to joining the Judiciary Committee, he worked as a Senior Counsel to Senator Robert Menendez (D-NJ) and for nearly three years as Counsel to the House Judiciary Committee’s Subcommittee on Antitrust, Commercial, and Administrative Law. While in the House he helped lead the Committee’s investigation of competition in digital markets and corresponding legislative efforts.

Before working on Capitol Hill, Phillip was the Policy Director at Public Knowledge; an attorney in the technology, media, and telecommunications practice at Hogan Lovells LLP; and Policy Counsel at the Computer & Communications Industry Association. He began his career as a legislative aide in the Virginia House of Delegates. Phillip is a member of the District of Columbia Bar and the Virginia Bar, and he received his J.D. from the University of Pennsylvania Law School and is a graduate of Tufts University.
